Entrepreneur Pass

The EntrePass is designed to facilitate the entry and stay of entrepreneurs who are ready to start a new business in Singapore but may lack the necessary educational or professional skills qualification. Nevertheless, these foreign entrepreneurs may have proven track records of successful business ventures or possess innovative business ideas that have good economic prospects. With a validity period of one year, the EntrePass will be issued upon the approval of a complete business proposal. It also allows immediate family members to live in Singapore while the business progress. With the EntrePass, an entrepreneur may leave and re-enter Singapore frequently without a hitch.

Eligibility

  • Company must be registered as a Private Limited Company with the Accounting and Corporate Regulatory Authority (ACRA) no more than 6 months from the EntrePass application submission date
  • Own 30%-100% of shareholding in the company
  • Provide S$50,000 paid-up capital for the new company which must be evident on the bank statement (a Singapore-based company bank account), for verification purpose
  • The business activities must not be illegal
  • Examples of businesses that will not be considered for the EntrePass include:
    • Coffee shops, hawker centres, food courts
    • Bars, night clubs, karaoke lounges
    • Foot reflexology, massage parlous
    • Acupuncture, traditional chinese medicine, herbal dispensing, geomancy
    • Employment agencies

Passes for Family Members

Employment Pass applicants, who wish to apply for the Dependant’s Pass (DP) or Long Term Visit Pass (LTVP) for their family members, may submit the DP/LTVP application and supporting documents together or separately with the Employment Pass application.

  1. Dependant Pass

    Both P and Q1 Pass holders can apply for a Dependant Pass for their:

    • Spouse
    • Unmarried or legally adopted children under 21 years old

    If you are an Employment Pass or an EntrePass holder, your spouse is eligible to work in Singapore as a Dependant Pass holder. However, your prospective employer is required to apply for a Letter of Consent (LOC) with Ministry of Manpower. (Note: Not eligible for S Pass holder)

  2. Long Term Visit Pass

    P Pass holders can apply for a Long Term Visit Pass for their:

    • Common Law Spouse
    • Unmarried daughters above 21 years old
    • Handicapped children above 21 years old
    • Step-children under 21 years old
    • Parents and parents-in-law

Documents required for EntrePass

  • EntrePass Application Form
  • A copy of educational certificate and pass employment testimonials in English
  • Recently taken passport size photograph
  • Personal particulars page of applicant’s passport/travel document
  • Contracts with potential clients for the new business (if any)
  • Business collaterals from previous or existing business ventures
  • For companies/businesses registered with ACRA
    • Company’s latest business profile
    • Bank statement from a Singapore-based company bank account reflecting at least S$50,000
  • A business plan (not more than 10 pages) detailing business goals and objectives

Business Plan requirements

A well-drafted comprehensive business plan (not more than 10 pages) outlining the goals and objectives of the proposed business concept is one of the key requirements for the application of EntrePass. The business idea must be entrepreneurial in nature.

The following should be included in the business plan:

  • Business Idea
  • Product or Serviced Offered
  • Market Analysis (key customers, competition and market growth potential)
  • Marketing Plan (how to market the product or service)
  • Operation Plan (resources needed)
  • Financial Forecasts (revenue and profit for three years and breakeven point)
  • Management Team
  • Supporting Documents (licensing agreements, product certifications, endorsements)

It is essential to have a comprehensive business plan as subsequent renewals of the EntrePass are dependent on achieving the goals and objectives stated in the business plan.

Additional documents may be required for EntrePass applicants who are married:

Applicant Documents
Married applicant with a spouse who is a Singapore Citizen, Singapore Permanent Resident and Employment Pass holder A copy of the official marriage certificate
Married applicant applying for the Dependant Pass for a spouse or unmarried children below 21 years who are foreigners

In addition to the documents required for the Dependant Pass application, the following documents are required:

  • Application must be sponsored by a well-established company registered in Singapore
  • Alternatively, applicant must provide a Banker’s Guarantee of S$3,000 for each Dependant Pass application

*Note: Dependant Pass applications should be submitted together with the EntrePass application to expedite processing.

Application Process

  1. Download the EntrePass Application Form from Ministry of Manpower (MOM) website and submit the completed application form at any SingPost office (MOM appointed collecting agent).
  2. Upon successful application, an Approval In-Principle (AIP) letter will be issued to the applicant. The success applicant is required to register the company with Accounting and Corporate Regulatory Authority (ACRA).
  3. Submit additional documents which includes:
    1. Company’s Business Profile
    2. Approval In-Principal Letter (differs from In-Principal Approval Letter required for collection of EntrePass)
    3. Bank statement reflecting $50,000
  4. EntrePass applications are assessed jointly by MOM and the Standards, Productivity and Innovation Board Singapore. Processing may take longer as compared to normal Employment Pass applications, approximately six weeks from the date of receipt of the application due to additional complexity.
    1. Once approved, an In-Principle Approval letter, valid for six months from the date of the letter, will be issued to the applicant Singapore address
  5. Collection of Pass

Collection of Pass

Before the collection of the PEP, the foreigner will need to submit a request to issue the pass via EP Online, an online portal for selected work pass transactions.

Request for the issue of Pass

  • An authorise company representative
  • EntrePass applicants who possess a SingPass ID
  • An authorised third party acting on behalf of the Personalised Employment Pass applicant

Collection of EntrePass

Documents required:

  • In-Principle Approval Letter
  • A copy of the In-Principle Approval letter
  • Recently taken passport size photograph
  • Original passport with entry embarkation cards/travel documents
  • Completed Declaration form (if applicable)
  • Medical Examination Report (if applicable)*
  • Any other documents that are requested in the approval letter

*Note: You may get a medical examination in your own country through an established clinic-hospital or in Singapore.

Cancellation of Pass

The EntrePass holder must cancel his/her pass due to:

  1. Termination of business
    • The EntrePass holder or company representative has to cancel the EntrePass via EP Online within seven days upon termination of business.
  2. Attainment of Singapore Permanent Residence
    • The EntrePass holder must cancel his/her EntrePass upon attaining the Permanent Residence status.

Other information for Cancellation of EntrePass

  • A 30-day Short Term Visit Pass will be issued upon cancellation
  • As the main pass (EntrePass) is cancelled, all other passes (e.g. Dependant’s Pass or Long Term Visit Pass) related to the EntrePass will be deemed as cancelled, unless the pass holder has become a Singapore Permanent Resident.
  • The EntrePass holder is required to seek tax clearance for himself/herself and their employees as well. For more information, please refer to Inland Revenue Authority of Singapore (IRAS).
  • Upon cancellation of the EntrePass, the EntrePass holder has to print out the cancellation acknowledgment letter and surrender all passes within seven days from the date of cancellation.

Renewal of EntrePass

Employers will receive the EntrePass renewal form three months before the pass expires. The completed renewal form should be mailed to MOM at least two months before the pass expires. The processing time for a renewal application takes approximately five weeks.

Documents required for Renewal of EntrePass

  • Latest audited accounts;
  • Central Provident Fund statements for the employees;
  • Highest educational certificates of employees;
  • Tenancy agreements
  • Company registration information from the ACRA

Optional documents

  • Corporate bank statements for the past three months;
  • Referral letters from customers
  • Recent invoices issued/contracts awarded.

*Note:

  1. The EntrePass does not guarantee that the registration of company will be approved by ACRA.
  2. EntrePass holders have to apply with the relevant authority for any licences required for the establishment of the applicant’s business.
